I take, it primarily directed to (1) Africa (2) scholarship facilities in this country for men from the Dominions, certain Colonies, the U.S.A. Germany and now India. Provision of scholarship facilities at Hong Kong for Chinese, or Chinese British subjects, is a very different matter. might be worth trying; but I am not hopeful.
